Vehicle Registration Tax Disc Excuses

OK so I'm guessing that the UK vehicle Tax Disc system is akin to the Aussie vehicle registration system although the similarities with the system (other than the MOT=Pink slip) ends there.
So while I pull my hair out waiting for my insurance certificate to arrive which I need to get the disc, which by the way they promised to send me guaranteed, to arrive on the last day of my tax disc's validity, and didn't arrive, I thought I'd have another trawl through the DVLA website or RTA equivalent.
That's when I stumbled upon this little gem. And here I am, silly me, with my expired tax disc, walking my children 2 miles to school on what has to be one of the worst wet weather days imaginable with heavy rain and wind gusts, when obviously I should just be driving the car illegally and using one of these prime examples for an excuse.
The top five silliest excuses offered by motorists during the last year are: (and not including the old my ‘tax disc is in the post’ option:
1. I gave the car to a man in the pub.
2. My mate took my car for a test drive a year ago, and hasn’t brought it back yet.
3. I did tick the box, but didn’t realise I had to actually send you the form.
4. The weather’s been nice so I haven’t needed to use it.
5. The letter advises me to ignore any correspondence.
At the rate I'm going if the bloomin' certificate doesn't turn up soon, number 3 is looking good! unless of course anyone has any better suggestions.

This is when the cultural divide comes into play because I have absolutely no clue as to what you just said. What is Tax Disc? On number 3, what did it mean when you said to "tick the box"? What is DVLA or RTA? I know here in the States we have a DMV which is Department of Motor Vehicles. Can you revise this posting and put it into american english please? While I could read the words I have no idea what they said.

And we think that Tax disc (UK) / Rego(AUS) = US. License/Number plates on the registration of your car.
We're not sure about the Pink slip/MOT thing - she doesn't seem to think there is anything similar over there.
Hope that makes it a little clearer for you anyhow.
