So Who Knows Japanese???

OK, I'm not giving out a fact for today, unless I can say that it's a fact that this is seemingly idiotic, but actually I need someone out there in cyberspace to explain this one to me?!?!

So if there are any Japanese speakers around, you can probably help me out with this rather bizarre little man and his website. I know the Japanese have a reputation for having a bizarre sense of humour, but can someone explain to me what he's saying HERE?

On the top right side, theres a little speaker and a button saying 'english version'. You can at least read about it in english though he still speaks japanese.
